Suggestion for US courts

One ongoing problem with the US court and legislative system is that the courts will refuse to hear cases unless there is a live controversy.
In Canada, the country and the provinces have the ability to refer questions of law to the courts by way of reference, without the necessity of having to manufacture a conflict in order to get a ruling.
That can save time and allow an important point to be decided for everybody in a timely fashion rather than wait until some litigant with a chip on his shoulder and deep pockets makes it to the US Supreme Court 20 years later.
